Broadband access 'is a fundamental right'

Web users believe internet access is a human right.
The majority of people around the world believe access to broadband is a fundamental human right, according to new research.
A study conducted by GlobeScan on behalf of the BBC revealed that nearly four-fifths of 27,000 adults polled in 26 countries are strongly in favour of internet provision.
Dr Hamadoun Toure, secretary-general of the International Telecommunication Union, explained that governments should treat getting people online as "basic infrastructure".
He told the news provider: "The right to communicate cannot be ignored. The internet is the most powerful potential source of enlightenment ever created.
"We have entered the knowledge society and everyone must have access to participate."
The research also revealed that 55% of Britons believe that the government, which is attempting to push through its Digital Economy Bill, should have some power to regulate the internet.
A recent study by ISPReview suggested that 74.3% of UK web users are concerned about plans to introduce a new 50p broadband tax.
